		<description>Completely agree with your concerns - Major Beebe is &quot;off the reservation&quot; with his ideas, which legally and realistically fall into the remit of State/USAID. He seems to be speaking for himself most of the time rather than the USA he also claims not to speak for AFRICOM but then immediately advises on policy that is in AFRICOM&#039;s domain.

A quick glance through his transcripts shows that his real expertise is self-promotion. Great for him, bad for the Army. Sorry to be harsh, but as a fellow officer there&#039;s an increased responsibility as you rise in the ranks to understand and communicate the policies of the USA.

last thought - he is referred to several times as &quot;the top intel officer for Africa&quot;. The NIO for Africa and some other senior folks on Africa would disagree - especially when it shows that he&#039;s been in the job for two years. To his credit, he doesn&#039;t seem to be the one promoting that though.</description>
